Title I of the Elementary and Secondary Education Act of 1965 (ESEA) is the largest federally funded education program. The overall purpose of Title I is to give funds to schools with high concentrations of children living in poverty in order to provide special assistance for children who are not achieving well academically or who are at risk of educational difficulty. In addition, the main goal of the Title I grant is to ensure that all children have a fair, equal and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and assessments.
